06Keynotes & Panels in Brief
Opening Address
"Trust as Singapore's Enduring Connector"
Dr Neo Kok Beng /
Nominated Member of Parliament & Principal Scientist, AADE
Referencing Singapore's Economic Strategy Review, argued that the country's most enduring asset in an AI-driven economy is not infrastructure scale but trust — that Singapore will honour its agreements, principles, and remain a well-connected, resilient hub for talent, capital and innovation.
Keynote I
Governing AI in an Era of Regulatory Abundance
Mr David Hardoon
Former Global Head of AI Enablement, Standard Chartered Bank · Former Chief Data Officer, Monetary Authority of Singapore (MAS)
With OECD now tracking 900+ AI governance frameworks across 18 jurisdictions, the industry has shifted from scarcity to abundance — making fragmentation and decision fatigue the central risk. Proposed treating AI governance as continuous telemetry-based monitoring (observability, controllability, stability, robustness, performance) and applying unified governance to both human and AI agents to avoid a "double standard".
Keynote II
Web3's Autonomous AI Arms Race
Mr Jason Tay
CEO, HashKey OTC Singapore
Web3 exploit losses in Q1 2026 reached US$464 million — the lowest quarterly figure since 2023 — with AI-augmented audit tools now identifying up to 85% of common smart-contract vulnerabilities before deployment, while attacker bots run zero-day exploits, fuzzing and MEV front-running at sub-second speed. Argued that defenders cannot win a machine-speed architectural war with manual oversight; Web3 security must evolve toward shared, self-healing "biological immune system" protocols.
Keynote III
From Experience to Intelligent Assets
Professor Zhu Feida /
Associate Professor of Computer Science & Associate Dean, Singapore Management University
Observed that in some leading firms, 30–40% of operational work is already being absorbed by digital twins of former employees — raising new questions around employee value assessment, privacy and dignity, knowledge ownership, workforce design and organisational trust. AI gives scalable intelligence; Web3 supplies scalable trust.
Keynote IV
"Can Humans Coexist with AI — Alien Digital Immigrants?"
Dr Pei Sai Fan /
Former Director, Banking Department, Monetary Authority of Singapore (MAS)
Borrowing Tristan Harris's framing of advanced AI as "alien digital immigrants", argued that AI's most consequential disruptions are not technical but structural — touching humanity itself, social architecture, market mechanisms and education. Proposed that organisational KPIs evolve from productivity alone toward measures that also capture well-being, equity and sustainability — with education called to remain a gatekeeper of human civilisation, not a vocational pipeline.
Panel A · AI × Web3 × Finance Symbiosis
What Can Finance Do for AI and Web3?
MODDr James Ong / 翁家良博士 — Founder, AI International Institute; Head of AI, Global Fintech Institute
PANMr Tianwei Liu / 刘天伟 — CEO & Co-Founder, StraitsX · Mr Riady Gozali — Managing Partner, Vest Capital · Prof Lee Kuo Chuen / 李国权教授 — Chairman, Asia Pacific Exchange (APEX) & Global Fintech Institute
Deliberately inverted the usual framing — not what AI/Web3 can do for finance, but what finance can do for them. Discussions covered regulated stablecoins enabling Bitcoin neobanks that "rewrite payment unit economics"; Web3 as an immutable governance layer for AI ("since AI cannot be trusted to govern AI"); and Prof Lee's provocative formulation — that AI agents themselves should be made structurally inefficient to preserve human-centric outcomes.
Panel B · The TradFi Dilemma
Security, Compliance & the Battle for Web3's Soul
MODMr Thomas Wan — General Manager, Blockchain Association of Singapore (BAS)
PANMr Aaron Chua — Member, BAS Regulatory Sub-Committee · Mr Daniel Yang — Head of Compliance, QCP · Ms Amanda Chen 陈瑱 — Partner, RHTLaw Asia LLP · Mr Sanchit Mall — Director, Crypto & Digital Currencies APAC, Visa · Mr Ong Chun Kiat — Acting CEO, SBI Digital Markets
Asked whether Web3 — once it adopts KYC, regulated custody and permissioned access — remains Web3 or merely TradFi on blockchain rails. Amanda Chen proposed a sharp test: if everyone can comply with a rule it is a safeguard; if only incumbents can afford to, it has become "traditional power wrapped in code," and identified unilateral exit (self-custodied departure) as Web3's bedrock principle. Sanchit Mall positioned interoperability across multi-chain, multi-stablecoin networks as the capability to preserve, while SBI's Ong took the contrarian view that DeFi must rise to institutional standards before any genuine TradFi–DeFi bridge becomes viable.
Panel C · Faster Than Thinking
AI's Challenge to Every Profession
MODDr Chua Chee Lay / 蔡志礼博士 — President, Association for Research on AI in Learning and Leadership (ARAILL) · Ms He Liqin / 贺丽琴 (Co-Mod) — Founder, Singapore Eye & Stellaris Robotic
Conducted in Mandarin, the panel extended AI's reach into specific professions: the classroom paradox where students use AI to write essays and teachers use AI to grade them — pushing the teacher's role upward on Bloom's taxonomy toward cultivating higher-order thinking (Chan); the unresolved question of who carries lifetime liability when AI does much of the engineering design (Zhou); AI's pressure on labour costs while virtual interaction may in fact increase demand for genuine face-to-face experiences (Shi); and AI enabling a shift from intuition-driven personalisation to data-driven consistency in retail healthcare (Wang). Dr Chua's closing reminder: as with road accidents, the underlying cause of most "AI harms" is human behaviour, not the machine.
